General Waste Discharge Requirements for Discharges to Surface Waters Resulting from De Minimis Discharges, Groundwater Dewatering Operations and/or Groundwater Cleanup/Remediation Operations at Sites Within the Newport Bay Watershed NPDES Number CAG918002 - Issuance of updated general waste discharge requirements (WDRs) for discharges to surface waters in the Newport Bay Watershed from (1) discharges that pose an insignificant (de minimis) threat to water quality, and (2) groundwater dewatering and/or groundwater cleanup operations. This Order incorporates selenium effluent limits based on selenium TMDLs adopted by the Santa Ana Water Board and approved by U.S. EPA on June 20, 2019 and replaces Order R8-2007-0041 (as amended) and Order R8-2005-0079. Order R8-2019-0061

Amendment of Western Riverside County Regional Wastewater Authority Permit  Order R8-2019-0066 proposes to amend Order R8-2015-0013, to update the description of the wastewater treatment processes, increase the design capacity of the secondary treatment to 14 MGD, and add the maximum daily effluent limit for Bis (2-ethylhexyl) phthalate, chlorine residual effluent limits, and applicable chlorine disinfection process performance requirements. Order R8-2019-0066

 Item 7. Human Right to Water - Regional Water Board staff will present Resolution R8-2019-0078, proposing to adopt the Human Right to Water as a core value. The presentation will include a chronology of recent activities and a Work Plan that describes the proposed tasks for Regional Water Board staff to carry out during 2020 and 2021 to advance the Human Right to Water. Resolution R8-2019-0078

Proposed Newport Bay Fecal Coliform Time Schedule Order - Proposed Time Schedule Order (TSO) R8-2019-0050 for the County of Orange, and the Cities of Tustin, Irvine, Laguna Hills, Costa Mesa, Santa Ana, Orange, Lake Forest, Laguna Woods, Newport Beach, and Orange County Flood Control District to comply with the Requirements Prescribed in Order R8-2009-0030 as amended by Order R8-2010-0062 (NPDES CAS618030) - Issuance of the Time Schedule Order is proposed to extend the schedule for compliance with fecal coliform effluent limitations for discharges to the Newport Bay watershed. Specific tasks will be required to be implemented by the Permittees during the proposed schedule. TSO R8-2019-0050

 Item 9. Workshop for the Permit Renewal for the Poseidon Resources' Proposed Huntington Beach Desalination Facility - The Regional Board staff will conduct a workshop for the renewal of the NPDES permit for Poseidon Resources' proposed Huntington Beach Desalination Facility (Facility). The proposed Facility will be located on twelve acres of the AES Huntington Beach Generating Station Property, 21739 Newland Street, Huntington Beach. Along with the NPDES permit renewal, the Facility requires a California Water Code section 13142.5(b) determination in accordance with the State's Ocean Plan. The workshop will review the proposed Facility, the draft renewal of the NPDES permit, and the associated draft Water Code section 13142.5(b) determination.  Item 10. Underground Storage Tanks Corrective Action Plans  Board staff will provide a list of sites where Corrective Action plans have been submitted within the Region as required by the California Underground Storage Tank Regulations, Title 23, Article 11, Section 2728 (information item).

 Item 15. Regional Board Member and Executive Officer Communications - The Regional Board Members and the Executive Officer may discuss meetings, communications, correspondence or other items of general interest, relating to matters within the Board's jurisdiction. There will be no voting or formal action taken.
 
Closed Session - At any time during the regular session, the Regional Board may adjourn to a closed session to:
 a.Consider evidence received in an adjudicatory hearing and deliberate on a decision to be reached based on that evidence (Government Code Section 11126(c)(3));
 b.consider the appointment, employment, evaluation of performance, or dismissal of a public employee or to hear complaints or charges brought against a public employee, (Government Code Section 11126(a)(1));
