Special Virtual Speaker Instructions
Persons speaking at Santa Ana Water Board meetings are accustomed to filling out a speaker card. To allow for a more orderly process of identifying speakers in advance, the Santa Ana Water Board will use virtual speaker cards. The virtual speaker card will allow the Board Clerk to identify commenters interested in this item, locate them within the Zoom meeting waiting list, and unmute them so they can address the Board at the appropriate time.
To request to speak on an item and to receive the meeting password, by 5:00 p.m. Monday, May 4, 2020, send an email to [email protected]

In the body of the email, indicate:

  • Your name
  • Who you represent (i.e., self, another person, an organization)
  • Whether you definitely want to speak, or you are unsure and will decide during the Workshop whether you want to speak

Waste Discharge Requirements for Cal Mat Company, dba Vulcan Materials, West Division, Corona Quarry Expansion Project, City of Corona, Riverside County  Authorizing discharges of 0.09 acre of fill to waters of the State and 0.17 acre of fill to waters of the United States. All waters are unnamed ephemeral tributaries of Temescal Creek, Reach 2. The discharge of fill is associated with the expansion of an existing aggregate mine. The order will serve as a Clean Water Act Water Quality Certification for the discharge of fill to the waters of the United States over which the U.S. Army Corps of Engineers asserted jurisdiction Order Number R8-2020- 0018.

    Item *8. Amendment of Site-Specific Waste Discharge Requirements Order Number R8-2016-0061 for In Situ Remediation of Groundwater at Former Raytheon Facility in Newport Beach  Order R8-2020-0015 proposes to amend Order R8-2016-0061, to authorize additional in-situ injections of chemical amendments such as food grade soy bean oil, sodium lactate, food grade additives, emulsifiers, preservative and KB-1Plus® bioaugmentation agent, to remediate chlorinated solvent and petroleum hydrocarbon-impacted groundwater stemming from historical site operations conducted at the facility. The amendment authorizes the Executive Officer to approve future injections of chemical amendments into the groundwater at the Raytheon site, that are necessary to remediate the VOC-affected groundwater and are proposed in an addendum to the Remedial Action Plan, subject to approval by the Executive Officer. Order Number R8-2020-0015

Revised Waste Discharge Requirements for the Badlands Sanitary Landfill -- Order Number R8-2020-0003 revises and replaces the existing waste discharge requirements, Order No. 91-105 and its amendments, to prescribe updated discharge, monitoring, and reporting requirements for the Badlands Sanitary Landfill, an active non-hazardous municipal solid waste landfill in Moreno Valley, Riverside County. Order Number R8-2020-0003

All waters are unnamed intermittent or ephemeral tributaries of Serrano Creek. The U.S. Army Corps of Engineers has determined that no waters of the United States are present on the project site. The discharge of fill is associated with the development of the Nakase Brothers Wholesale Nursery Order Number R8-2020-0027

Waste Discharge Requirements for Rancho Diamante TTM 35393 (332019-28) Residential Development, City of Hemet, Riverside County  Authorizing discharges of 1.61 acres of fill to waters of the State. All waters are unnamed isolated waters, intermittent or ephemeral tributaries of Salt Creek. The U.S. Army Corps of Engineers has determined that no waters of the United States are present on the project site. The discharge of fill is associated with the development of a 245-acre residential community, consisting of 588 residential lots. (Action Item) Order Number R8-2020-0028

    Item 15, Regional Board Member and Executive Officer Communications  The Regional Board Members and the Executive Officer may discuss meetings, communications, correspondence or other items of general interest, relating to matters within the Board’s jurisdiction. There will be no voting or formal action taken.

    Closed Session     - At any time during the regular session, the Regional Board may adjourn to a closed session to:
     a.Consider evidence received in an adjudicatory hearing and deliberate on a decision to be reached based on that evidence (Government Code Section 11126(c)(3));
     b.consider the appointment, employment, evaluation of performance, or dismissal of a public employee or to hear complaints or charges brought against a public employee, (Government Code Section 11126(a)(1));
     c.discuss significant exposure to litigation (Government Code Section 11126(e) (2)(B)(i));
     d.discuss whether to initiate litigation (Government Code Section 11126(e)(2) (C)(i)); and
