Special Virtual Speaker Card Instructions
Persons speaking at Santa Ana Water Board meetings are accustomed to filling out a speaker card. To allow for a more orderly process of identifying speakers in advance, the Santa Ana Water Board will use virtual speaker cards. The virtual speaker card will allow the Board Clerk to identify commenters interested in an item, locate them within the Zoom meeting waiting list, and unmute them so they can address the Board at the appropriate time.
To request to speak on an item at this meeting, you must submit a virtual speaker card no later than 5:00 p.m. on Wednesday, February 3, 2021. To register visit:

Order Number R8-2021-0007 revises and replaces the existing waste discharge requirements, Order Number 88-65 and its amendments, to prescribe discharge, monitoring, and reporting requirements for post-closure maintenance and corrective action program implementation at the closed Corona Sanitary Landfill in Riverside County. Order Number R8-2021-0007

Item *10. Waste Discharge Requirements for Richland Developers, Inc., Monarch Hills Residential Development Project, City of Fontana, San Bernardino County
Authorizing discharges of 2.35 acre of fill to waters of the State. The waters proposed for fill are Hawker-Crawford Channel and ephemeral tributaries to Hawker-Crawford Channel. The waters are tributary to East Etiwanda Creek, Valley Reach and overlay the Rialto Groundwater Management Zone. The discharge of fill is associated with the development of the Monarch Hills Residential Development, which would construct five residential neighborhoods consisting of 233 single family homes, 129 detached condominiums, and 127 attached condominiums on a 134.4-acre Project site. The U.S. Army Corps of Engineers declined to take jurisdiction over the onsite waters on September 8, 2020Order Number R8-2021-0005

Flood Control Post-Wildfire Response for Public Safety and Watershed Protection - Overview of post-wildfire hazards and Riverside County Flood Control and Water Conservation District's response to address these hazards for public safety and watershed protection. Responses include flood control emergency designs, construction and continuous maintenance operations with a focus on the important role of debris basins protecting Lake Elsinore. Additional efforts include monitoring stations, web-based dashboards and outreach to the public. (Information item).

Groundwater Contamination/Cleanup Update - Staff from the Site Cleanup Section will provide a summary describing investigation and cleanup efforts to address several large or comingled regional plumes of groundwater contamination, which originated from areas of past industrial and agricultural activities in the Region. An update on the newest Superfund site within the Region (Orange County) will also be provided. (Information Item).

Item 13. Update on Investigation of PFAS Contamination in the Santa Ana Region
Staff from the Site Cleanup Program will provide an overview of a relatively new family of emergent compounds known as PFAS. The presentation will include a description of the background and historical use of PFAS; the federal and state regulatory standards for PFAS in drinking water; the available analytical and treatment methods; the evolving regulatory actions by California agencies; and the Water Board's state-wide investigations of PFAS impacts from a variety of sources. Staff will provide status of PFAS investigation in the Santa Ana Region and some of the challenges in characterizing and cleaning up the contamination. (Information item).

Regional Board Member and Executive Officer Communications - The Regional Board Members and the Executive Officer may discuss meetings, communications, correspondence or other items of general interest, relating to matters within the Board's jurisdiction.
