Video and Teleconference Meeting During COVID-19 Emergency: As a result of the COVID-19 emergency and the Governor's Executive Orders to protect public health by limiting public gatherings and requiring social distancing, this meeting will occur solely via remote presence.

If you want to comment on an item during the meeting, you will need to submit a virtual speaker card by following the instructions included below. A computer is not required to participate in the meeting; the public will also have the option to dial into the meeting by phone. Special Virtual Speaker Card Instructions
Persons speaking at Santa Ana Water Board meetings are accustomed to filling out a speaker card. To allow for a more orderly process of identifying speakers in advance, the Santa Ana Water Board will use virtual speaker cards. The virtual speaker card will allow the Board Clerk to locate commenters within the Zoom meeting waiting list and unmute them so they can address the Board at the appropriate time.

If you do not submit the registration form by the deadline, please do so as soon as you can. You cannot participate in the Zoom meeting until you receive an email with the password. Further, note that the Board Chair has the discretion to specify the order of commenters.

To ensure a productive and efficient meeting in which all interested persons have an opportunity to participate, the Chair of the Santa Ana Water Board may impose a time limit for oral comments to accommodate all speakers.

Item 3. State Water Resources Control Board Liaison Report - This item is for information only. No public testimony will be allowed, and the Regional Board will take no formal action.

Item 5. Consideration of the Consent Calendar - Items below, marked with an asterisk, are expected to be routine and non-controversial. The Board will be asked to consider these items at one time without discussion. Item 6. Renewal of Waste Discharge Requirements and National Pollutant Discharge Elimination System Permit (NPDES Number CA0110604) for Orange County Sanitation District's Reclamation Plant Number 1 and Treatment Plant Number 2, Collection System, and Outfalls - The Santa Ana Water Board and the U.S. Environmental Protection Agency, Region 9, are proposing to jointly reissue this Order/permit to the Orange County Sanitation District for the discharge of secondary treated wastewater to the Pacific Ocean off the coast of Orange County. Order Number R8-2021-0010

Item *7. Waste Discharge Requirements for Lennar Homes of California, Inc. Pacific Mayfield Residential Development Project, City of Menifee, Riverside County - Authorizing discharge of 1.03 acres of fill to waters of the State. The waters proposed for fill are unnamed ephemeral drainages and seasonal depressions. The discharge of fill is associated with proposed Tract Maps 28786, 28791, 28792, 28793, and 28794, which would construct 379 residential housing units on a total 122 acres.

Item *8. Waste Discharge Requirements for FPG SUN Menifee 80, LLC Project, City of Menifee, Riverside County, Order Number R8-2021-0033 - Authorizing discharge of 0.19 acre of fill to waters of the State. The waters proposed for fill are unnamed isolated ephemeral waterway. The discharge of fill is associated with the proposed Menifee 80 Project, which would construct 80 single-family residential lots, 0.71 acre of open space park, a 0.61 acre detention basin and associated infrastructure. The U.S. Army Corps of Engineers declined to take jurisdiction over the onsite waters.

Short-Term Renewal of Order Number R8-2016-0003, as Amended by Order Number R8-2017-0023, Conditional Waiver of Waste Discharge Requirements for Discharges from Agricultural Operations in the Watershed of the San Jacinto River and its Tributaries, and Canyon Lake and Lake Elsinore and their Tributaries Collectively “The San Jacinto Watersheds, Riverside County, Order Number R8-2021-0034 - Consideration of a short-term renewal of the conditional waiver of discharge requirements and compliance with Order Number R8-2016-0003, as amended by Order Number R8-2017-0023. Order Number R8-2021-0034 renews the CWAD for a period of 1 year and 6 months, until February 7, 2023, but does not modify any other terms of the waiverOrder Number R8-2021-0034

Item 10. Cleanup and Abatement Order R8-2021-0006, United El Segundo, Inc., Restructure Petroleum Marketing Service of California, Inc., My Montecito Inc. SH et al. - The Board will consider adopting a proposed Cleanup and Abatement Order, which requires the Responsible Parties to remediate petroleum hydrocarbon contamination, inclusive of both soil and ground water impacts. These impacts are attributable to unauthorized releases of hazardous materials and discharges of waste at adjacent retail fueling operations; and the commingled groundwater plume stemming from releases/discharges that have migrated beyond their respective site boundaries and commingled beneath adjacent properties and rights-of-way, in the vicinity of the intersection of Arlington Avenue and Adams Street, in Riverside California. Item 14. Regional Board Member and Executive Officer Communications - The Regional Board Members and the Executive Officer may discuss meetings, communications, correspondence or other items of general interest, relating to matters within the Board's jurisdiction. There will be no voting or formal action taken.

Closed Session - At any time during the regular session, the Regional Board may adjourn to a closed session to:
a.Consider evidence received in an adjudicatory hearing and deliberate on a decision to be reached based on that evidence (Government Code Section 11126(c)(3));
