6.Introduction and First Reading of Ordinance to Amend Grover Beach Municipal Code Article III, Chapter 4 Regulating Taxicabs and Transportation Network Companies – Police Chief Peters The City Council will consider amending Article III of the Grover Beach Municipal Code Regulating Taxicabs and Transportation Network Companies.
(Recommended Action: 1) Conduct first reading, by title only, and introduce the Ordinance amending Article III of the Grover Beach Municipal Code Regulating Taxicabs and Transportation Network Companies; and 2) Schedule second reading and adoption of the Ordinance at the next regularly scheduled City Council meeting.)

7. Response to the Grand Jury Report Regarding “Affordable Housing, An Urgent Problem for Our Community” City Manager Bronson The City Council will consider approving the response to the Grand Jury Report regarding “Affordable Housing, An Urgent Problem for Our Community.
(Recommended Action: Approve the response to the Grand Jury report and authorize the City Manager to execute a letter to the Presiding Judge of the Superior Court.)

8.Resolution for Citizen Oversight Committee for Measure X Oversight - City Manager Bronson The City Council will consider incorporating this oversight role into the existing Measure K-14 Oversight Committee and reframe this committee into a broader “Citizen Oversight Committee” that would provide oversight into Measure K-14, Measure X-06, and other approved revenue measures.
(Recommended Action: Adopt a Resolution establishing a Citizen Oversight Committee to provide an annual review of revenues and related expenditures associated with City revenue measures approved beginning with Measure X-06 in 2006.)

9.Amendment to the Police Department Hiring Incentive Program – Police Chief Peters The City Council will consider amended the Hiring Incentive Program for Lateral Police Officers to updated the “Probationary Period” to be consistent with other agencies in the county and across the state.
(Recommended Action: Adopt the Resolution amending the Police Officer Hiring Incentive Program.)

10.Unclaimed Check Policy – Administrative Services Director Purcell and Accountant Munoz The City Council will consider a policy for unclaimed checks as such a policy is a financial management best practice.
(Recommended Action: Adopt a Resolution approving City of Grover Beach Unclaimed Check Policy)

11.Utility Assistance Program – Administrative Services Director Purcell and Accountant Munoz The City Council will consider a Utility Assistance Program for low-income residents.
(Recommended Action: 1) Adopt a Resolution approving a Utility Assistance Program to assist Grover Beach low-income residents to begin September 1, 2019. 2) Authorize staff to grant financial relief equal to the bi-monthly water and sewer meter charges to customers who meet the eligibility requirements.)

12. Adoption of Resolution amending the Master Fee Schedule for Short-Term Rental Permits – Community Development Director Buckingham The City Council will consider amending the Master Fee Schedule to include Short-Term Rental Permit fees.

13. Water Infrastructure Update and Adoption of Water Master Plan – Public Works Director/City Engineer Ray The City Council will receive an update on water infrastructure needs and consider the adoption of the proposed Water Master Plan.
(Recommended Action: Adopt the 2019 Water Master Plan and provide direction to staff regarding funding of water system capital improvements.)

Per Resolution No. 17-21, the public portion of City Council meetings will be scheduled to start at 6:00 p.m. and conclude no later than 11:00 p.m. Any open session items remaining on the agenda at 11:00 p.m. that have not been discussed or considered by the City Council will be continued to an adjourned meeting of the City Council (scheduled before the next regular meeting). However, the City Council may choose to continue the meeting past 11:00 p.m. upon a proper motion and a 4/5ths vote in favor of such an action.
