The Council will listen to all communications; however, in compliance with the Brown Act, the Council cannot act on items not on the agenda.

6.2019 Annual Report on the Status and Progress in Implementation of the General Plan – Community Development Director Buckingham Council will consider a report on the General Plan Annual Progress Report,
(Recommended Action: Receive and file the General Plan Annual Progress Report and direct staff to submit it to the State in accordance with statutory requirements.)
7.Adoption of FY 2020-21 Council Goals – City Manager Bronson Council will consider the adoption of the Council Goal for upcoming fiscal year 2020-21.
(Recommended Action: Adopt Council Goals for the upcoming fiscal year 2020-21 as identified at the March 10, 2020 Council Goals Workshop.)

8.A. Approval and Certification of the Mitigated Negative Declaration 2019-02 (SCH #2019069067 for Development Application 18-06 and Approval of the Mitigation Monitoring Program.
 B. Development Application 18-06 – (Northeast Grover Beach Mixed-Use Project) Request for a Planned Development Overlay, Vesting Tentative Parcel Map, Use Permit, Development Permit to subdivide and construct two hotels and seven residences at 1598 El Camino Real, a Financial Assistance Agreement and Development Impact Fee Deferral Agreement (Applicant: Ram Krupa Real Estate, LLC) – Community Development Director Buckingham
 (Recommended Actions for both A and B.: 1. Planning Commission recommends that the City Council certify Mitigated Negative Declaration 2019-02 (SCH #2019069067) for Development Application 18-06 and approval of the Mitigation Monitoring Program; and 2. Planning Commission recommends that the City Council adopt an ordinance establishing Planned Development Overlay Zone No. 5 (PD-5) for Development Application 18-06; and 3. Planning Commission recommends that the City Council adopt a resolution approving Development Application 18-06 for a Vesting Tentative Parcel Map (Tract 3122), Use Permit, and a Development Permit; and 4. Staff recommends approval of a financial assistance agreement and a development impact fee deferral package consistent with the Council policy for catalyst economic development projects.)

9. Capital Improvement Program Overview and Direction – Public Works Director/City Engineer Ray The Council will consider the information on the draft Fiscal Year 2020-25 Capital Improvement Program (CIP).
Recommended Action: Receive information on the draft Fiscal Year 2020-25 Capital Improvement Program (CIP) and provide direction to staff to finalize the CIP in conjunction with the Fiscal Year 2020-21 budget.)
10. Second Reading and Adoption of Proposed Ordinance Repealing and Adding Section 2700 of Chapter 7 of Article II, Administration Related to Amending the Process for Publishing Ordinances After Passage – City Attorney Hale Council will consider the adoption of Ordinance No. 20-01 to eliminate the posting of approved ordinances in three difference location throughout the city
(Recommended Action: Conduct the second reading and adopt Ordinance No. 20-01 to repeal and add Grover Beach Municipal Code Section 2700 to eliminate the posting of approved ordinances in three different places in the City and replace with the option to publish in a newspaper of general circulation.)
