Meeting Notice of the Delta Independent Science Board

In accordance with the Governor’s Executive Order N-25-20 issued on March 12, 2020 and the Governor’s Executive Order N-29-20 issued on March 17, 2020, the Delta Stewardship Council will continue to provide opportunities for remote participation by Delta Independent Science Board (Delta ISB) members, staff, and the public with prudent measures to reduce community transmission of COVID-19.
Members of the public may observe the meeting via the webcast outlined below. If you have an oral public comment during the meeting, please email the meeting clerk at disb@deltacouncil.ca.gov and provide your name, organization (if applicable), and the agenda item you wish to comment on. Please be on mute until prompted by the Chair to provide your comment. If you prefer to provide written comments, please email the meeting clerk the message that should be read to the Delta ISB during the agenda item.

Curtailment of Delta ISB Activities|
As discussed at recent Delta ISB meetings, the current appointment structure of Delta ISB members necessitates greatly curtailing the agenda and activities of the Delta ISB to a much lower level. Substantial delays in many of the Delta ISB’s anticipated and legislatively mandated reviews, products, and activities are expected. The Delta ISB is committed to supporting science for the Delta's problems and problem-solving, and looks forward to returning to its high level of productivity as soon as the State fully resolves this issue.
Purpose:
The Delta ISB will meet to discuss it current reviews and efforts, including its 2021 workplan. Based on the discussion, the Delta ISB may take action on determining next steps for implementing its workplan for the year, which could include the formation of Delta ISB subcommittees. In addition, the Delta Science Program will provide an update on the development of the 2022 to 2026 Science Action Agenda, which prioritizes and aligns science actions to inform management decisions, identifies major gaps in knowledge, promotes collaborative science, and builds science infrastructure.

Agenda
The agenda items listed below may be considered in a different order pursuant to the determination of the Delta ISB chair. Times listed on the agenda are approximate only. At the discretion of the Delta ISB, all items appearing on this agenda, whether expressly listed for action, may be deliberated upon and may be subject to action.

4. Discussion: Delta ISB Updates on Current Activities
  a. Monitoring Enterprise Review

The Delta ISB is in the process of reviewing how well monitoring programs are meeting the informational needs of management agencies. There are two components to this review. Component 1 was the development of a comprehensive inventory of monitoring programs in the Delta, completed by a contractor under the direction of the Delta ISB in March 2020 (see Component 1 summary). Component 2, currently underway, is the Delta ISB’s evaluation and recommendations on monitoring programs.   b. Water Supply Reliability Review

The Delta ISB is undertaking a review of the scientific efforts and methods by various programs to estimate and evaluate water supply reliability. For more information on the scope of the review, please refer to the Delta ISB’s water supply reliability review prospectus.
  c. Potential Harmful Algal Blooms Assessment

The Delta ISB is in the process of planning a potential assessment on forward-looking science needs to inform harmful algal bloom management, as part of its exploration on future review topics.
5. Discussion: 2021 Workplan Implementation (Action Item)

The Delta ISB will continue to discuss its draft 2021workplan. Based on the discussion, the Delta ISB may take action on determining next steps for implementing its workplan for the year, which could include the formation of Delta ISB subcommittees.

7. Presentation and Discussion: 2022 to 2026 Science Action Agenda Update by the Delta Science Program

The Delta Science Program will provide an update on the development of the 2022 to 2026 Science Action Agenda, which prioritizes and aligns science actions to inform management decisions, identifies major gaps in knowledge, promotes collaborative science, and builds science infrastructure.
