2. | ROLL CALL – ESTABLISH A QUORUM (WATER CODE §85210.5) | ||
3. | CONSENT CALENDAR (ACTION ITEM) Items for the consent calendar are expected to be routine and noncontroversial. The Council will be asked to approve items on the consent calendar at one time without discussion. If any councilmember, staff, or interested person requests that an item be removed from the consent calendar, it will be removed. Removed items may be taken up either immediately after the consent agenda or placed later in the agenda at the Chair's discretion. |

A) | ADOPTION OF JANUARY 28, 2021 MEETING SUMMARY | ||
4. | APPROVAL OF AN INTERAGENCY AGREEMENT WITH THE STATE WATER RESOURCES CONTROL BOARD (ACTION ITEM) The Council will consider approval of a new $500,000 interagency agreement with the State Water Resources Control Board (Water Board), with an end date of June 30, 2023 March 31, 2023. This agreement would allow the Council to provide the Water Board with independent scientific peer review, advice, and workshops that inform urgent and vital BayDelta planning efforts. |

6. | EXECUTIVE OFFICER'S REPORT The Executive Officer will provide an update on the Council's activities and provide the Council with outgoing correspondence, the Outreach Highlights Report, the Active Projects List, and other relevant documents. |

B) | LEGISLATIVE UPDATE (ACTION ITEM) The Council may discuss current legislation that could affect the Council and/or implementation of the Delta Plan, and may take action to express support, opposition, or seek to amend any of the bills listed in the monthly legislative report. |

C) | PROPOSED 2021 DELTA STEWARDSHIP COUNCIL PRIORITIES (INFORMATION ITEM) The Executive Officer and staff will provide an overview of the workplan for the Council’s 2021 priorities. |

7. | DELTA WATERMASTER UPDATE (INFORMATION ITEM) Delta Watermaster Michael Patrick George will present a report as required by the Delta Reform Act (Water Code §85320(d)). |

8. | OVERVIEW OF THE DELTA LANDSCAPES SCENARIO PLANNING TOOL (INFORMATION ITEM) Representatives of the San Francisco Estuary Institute will provide an overview of the recently developed, Council-funded Delta Landscapes Scenario Planning Tool. The tool is a comprehensive, science-based tool that helps planners, managers, landowners, and decision-makers understand the ecological and economic effects of proposed restoration or other land-use changes in the Delta. |

9. | UPDATE AND PUBLIC COMMENT ON THE DELTA ADAPTS PUBLIC REVIEW DRAFT VULNERABILITY ASSESSMENT (INFORMATION ITEM) The Council will receive an update on the public review draft Vulnerability Assessment for Delta Adapts: Creating a Climate Resilient Future. The agenda item will also serve as an additional opportunity for the public to provide comments on the public review draft. This item is anticipated to begin at approximately 10:25 AM. |

10. | LEAD SCIENTIST’S REPORT (INFORMATION ITEM) Delta Lead Scientist Dr. Laurel Larsen will provide an update on Delta Science Program activities. The Lead Scientist Update provides the Council with unbiased advice on matters of scientific importance in the Delta. The monthly report provides an opportunity to discuss relevant advances in science impacting the Delta and highlight Delta Science Program activities. |

11. | ENVIRONMENTAL JUSTICE ISSUE PAPER (INFORMATION ITEM) The Council will receive information and provide input on the process for developing the Environmental Justice Issue Paper, an action outlined in the 2019 Delta Plan Five-Year Review. The presentation will provide background on the project's purpose, identify draft objectives and a preliminary scope, and discuss the next steps. |
