Delta Independent Science Board

In accordance with Assembly Bill 361 (Government Code Section 11133), the Delta Stewardship Council will provide for remote participation by Delta Independent Science Board (Delta ISB) members, staff, and members of the public. As such, this meeting will be conducted entirely remotely via Cal-SPAN and Zoom: there will not be a public, in-person access location.
Members of the public may observe the meeting via the webcast outlined below. If you have an oral public comment during the meeting, please email the meeting clerk at [email protected] and provide your name, organization (if applicable), and the agenda item you wish to comment on. Please be on mute until prompted by the Chair to provide your comment. If you prefer to provide written comments, please email the meeting clerk the message that should be read to the Delta ISB during the agenda item.

Purpose:
Over the next few months, the Delta ISB will host a series of presentations to better orient new members on Delta science and management, as it embarks on new reviews, starting with the two-day Delta ISB meeting from January 12 to 13. On January 12, the California Department of Water Resources (DWR) and the United States Bureau of Reclamation (USBR) will provide an overview of the operations of the State Water Project and Central Valley Project. In addition, the California Department of Water Resources will provide an overview and update on the Delta Conveyance Project.

On January 13, the Delta ISB will meet to discuss its current reviews, future reviews, and revisit the Science Needs Assessment. This will include a discussion on the draft 2022-2026 Science Action Agenda review and the Delta ISB’s water supply reliability review. In addition, the Delta ISB will hold an open forum that will provide an opportunity for individual Delta ISB members and the public to identify and discuss emerging science issues that may warrant a review by the Delta ISB. Based on the discussion, the Delta ISB may take potential action on the next steps on current and future reviews, along with the Science Needs Assessment.

1. Welcome and Declarations
2. Orientation Presentation: Overview of the operations of the State Water Project and Central Valley Project

John Leahigh (DWR) will provide an overview of the operations of the State Water Project, while Kristin White (USBR) will provide an overview of the operations of the Central Valley Project to better orient the Delta ISB on water operations to help inform future Delta ISB reviews.

3. Orientation Presentation: Overview and Update of the Delta Conveyance Project

Carrie Buckman (DWR) will provide an overview and update on the Delta Conveyance Project to help inform the Delta ISB’s future review of the Delta Conveyance Project Environmental Impact Report, as indicated in the Delta ISB’s April 17, 2020, comment letter on the Notice of Preparation for Delta Conveyance Project.

4. Public Comments

The Delta ISB will take public comments on topics within its jurisdiction that are not on the agenda.
