In accordance with Assembly Bill 361 (Government Code Section 11133), the Delta Stewardship Council will provide for remote participation by Delta Independent Science Board (Delta ISB) members, staff, and members of the public. As such, this meeting will be conducted entirely remotely via Cal-SPAN and Zoom: there will not be a public, in-person access location.
Members of the public may observe the meeting via the webcast outlined below. If you have an oral public comment during the meeting, please email the meeting clerk at [email protected] and provide your name, organization (if applicable), and the agenda item you wish to comment on. Please be on mute until prompted by the Chair to provide your comment. If you prefer to provide written comments, please email the meeting clerk the message that should be read to the Delta ISB during the agenda item.

Purpose:
Over the next few months, the Delta ISB will host a series of presentations to better orient new members on Delta science and management, as it embarks on new reviews, starting with the two-day Delta ISB meeting from January 12 to 13. On January 12, the California Department of Water Resources (DWR) and the United States Bureau of Reclamation (USBR) will provide an overview of the operations of the State Water Project and Central Valley Project. In addition, the California Department of Water Resources will provide an overview and update on the Delta Conveyance Project.

On January 13, the Delta ISB will meet to discuss its current reviews, future reviews, and revisit the Science Needs Assessment. This will include a discussion on the draft 2022-2026 Science Action Agenda review and the Delta ISB’s water supply reliability review. In addition, the Delta ISB will hold an open forum that will provide an opportunity for individual Delta ISB members and the public to identify and discuss emerging science issues that may warrant a review by the Delta ISB. Based on the discussion, the Delta ISB may take potential action on the next steps on current and future reviews, along with the Science Needs Assessment.

9. Discussion and Potential Action: Draft 2022-2026 Science Action Agenda Review (Action Item)

On November 19, 2021, the Delta Science Program submitted a request to the Delta ISB to review the draft 2022-2026 Science Action Agenda, which was collaboratively developed by and for the Delta science community under the leadership of the Delta Science Program to provide a framework to address persistent, emerging, and forthcoming scientific uncertainties. The Delta ISB will continue to discuss its review of the draft Science Action Agenda. Based on the discussion, the Delta ISB may take action on the next steps to finalize the review to submit to the Delta Science Program.

10. Discussion and Potential Action: Water Supply Reliability Review (Action Item)

The Delta ISB is completing a review of the scientific efforts and methods by various programs to estimate and evaluate water supply reliability. The Delta ISB will discuss the status of revising the draft report, Review of Water Supply Reliability Estimation Related to the Sacramento-San Joaquin Delta, to address public comments received on the review. Based on the discussion, the Delta ISB may take action on the next steps to finalize the review to submit to the Delta Stewardship Council. 11. Discussion and Potential Action: Science Needs Assessment (Action Item)

Based on the recommendations from the Delta ISB in February 2019 and the endorsement of the Delta Plan Interagency Implementation Committee (DPIIC), a long-term Science Needs Assessment was being developed, as part of the Delta Science Funding and Governance Initiative, before the project was placed on hold by the Delta ISB in June 2021. The Science Needs Assessment will identify key science efforts to provide long-term management insights in the context of rapid environmental change and recommendations for organizing the science enterprise to better address complex and changing problems. At the meeting, Dr. Steve Brandt and Dr. Jay Lund of the Delta ISB will provide an update on the progress made on the Science Needs Assessment before it was put on hold by the Delta ISB, and whether to reinitiate the effort. Based on the discussion, the Delta ISB may take action on the next steps.
12. Discussion and Potential Action: Future Reviews (Action Item)

The Delta ISB will continue to discuss future reviews, including the topics that emerged as top priorities at its November 15 and 16, 2021 virtual planning retreat meeting, such as subsidence reversal, environmental flows, and food webs. Based on the discussion, the Delta ISB may take action on the next steps for future reviews.
13. Open Forum: Emerging Science Issues and Future Reviews (Action Item)

The Delta ISB will hold an open forum that will provide an opportunity for individual Delta ISB members and the public to identify and discuss emerging science issues that may warrant a review or action by the Delta ISB. Based on the discussion, the Delta ISB may take potential action on the next steps, including future reviews.

Staff will provide a summary of any follow-up items for individual members to address after the meeting.
