COVID-19 PROTOCOLS AT ORANGE COUNTY WATER DISTRICT (OCWD) – All visitors are required to fill out a OCWD Covid-Visitor Form. Visitors will need to complete this form on the day of the event and drop it off at the OCWD guard shack. The OCWD Covid-Visitors form has been included and can be found on page 6 of the Agenda Announcement. Please complete the form in advance before arriving or you can request the Covid-Visitors Form from the guard before entering.
This meeting will occur with both a physical meeting location and an option for the public to participate from a remote location.

A computer is not required to participate in the meeting; the public will also have the option to dial into the meeting by phone. Additional information regarding remote meeting participation is available on the Santa Ana Water Board’s website:

You must submit a virtual speaker card no later than 5:00 p.m. on Wednesday, July 20, 2022. If you do not submit a virtual speaker card by the deadline, please do so as soon as you can. Virtual speaker cards received after the deadline from remote participants will be accommodated where possible, but participation in the meeting cannot be guaranteed.

Remote participants cannot participate in the Zoom meeting until receiving an email with the password. After you submit the online registration form, you will receive an email with the Zoom weblink and phone numbers to participate in the meeting. You may also fill out a virtual speaker card using the QR Code available at the physical meeting location. At the meeting location, you will see a printed QR Code. To use the QR Code, open your phone’s camera, point the camera at the QR code, and your phone will display a link to Click on the link, and you will be directed to the virtual speaker card website, where you can sign up to speak on an agenda item.

Please note that commenters will generally be taken in the order of the receipt of the virtual speaker cards. Further note that the Board Chair has the discretion to specify the order of commenters.

Item 4. Regional Board Meeting Minutes of June 3, 2022 – The Santa Ana Water Board will consider approval of the Minutes of the regular Board meeting of June 3, 2022.

Item 5. Consideration of the Consent Calendar – Items below, marked with an asterisk, are expected to be routine and non-controversial. The Board will be asked to consider these items at one time without discussion. If any interested party, Board Member, or staff requests that an item be removed from the consent calendar, it will be taken up in the order shown.
Item *6. Waste Discharge Requirements for Yorba Linda Estates, LLC, Esperanza Hills Specific Area Project, Unincorporated Orange County – Authorizing discharges of 1.01 acres of fill to waters of the State. The waters proposed for fill are ephemeral drainages which are tributaries to the Santa Ana River, Reach 2. The discharge of fill is associated with the proposed Esperanza Hills Specific Area Project, which would construct a residential development on approximately 469 acres. The Project consists of 340 single-family residential units on approximately 175 acres. Additional Project components include 151 acres of natural open space, 127 acres of landscaped and irrigated slopes, and 16 acres of parks and detention basins for approximately 294 acres of open space. Order Number R8-2022-0048

Item 7. Wastewater Surveillance Study and the COVID-19 Pandemic – In response to the COVID-19 pandemic, researchers evaluated if monitoring municipal wastewater and sludge for SARS-CoV-2, the virus that causes the disease COVID-19, could provide valuable information to alert the State and local health officials of COVID-19 outbreaks. Southern California Coastal Water Research Project (SCCWRP) staff will provide an overview of the wastewater surveillance study and its application in the pandemic. (Information item)

Item 11. Regional Board Member and Executive Officer Communications – Regional Board Members and the Executive Officer may discuss meetings, communications, correspondence, or other items of general interest, relating to matters within the Board’s jurisdiction. There will be no voting or formal action taken. 
 Item 12. Tour of Orange County Water District’s Groundwater Replenishment System Recycled Water Facility – A one-hour informational tour will be held of Orange County Water District’s Groundwater Replenishment System (GWRS) Recycled Water Facility at approximately 11:15 a.m. and depart from the Board meeting location. The tour includes walking, climbing stairs, and standing for periods up to 45 minutes. The GWRS is an operational advanced water treatment plant and an active construction area. Closed toe shoes are required; high heels are not permitted. Pants/ jeans/ slacks are recommended, and skirts/ shorts are discouraged. All are invited to participate; however, please sign up in advance by contacting Kira Erquiaga at [email protected] by July 18, 2022. Please note that OCWD is requiring all tour participants to fill out a questionnaire concerning whether they have recently experienced any symptoms of COVID-19 or been exposed to someone with COVID-19. Closed Session - At any time during the regular session, the Santa Ana Water Board may adjourn to a closed session to:
a. consider evidence received in an adjudicatory hearing and deliberate on a decision to be reached based on that evidence (Gov. Code, § 11126, subd. (c)(3));
b. consider the appointment, employment, evaluation of performance, or dismissal of a public employee or to hear complaints or charges brought against a public employee (Gov. Code, § 11126, subd. (a)(1));
c. discuss significant exposure to litigation (Gov. Code, § 11126, subd. (e)(2)(B)(i));
d. discuss whether to initiate litigation (Gov. Code, § 11126, subd. (e)(2)(C)(i)); and
