PUBLIC COMMUNICATIONS
During this time, the Council will allow up to 15 minutes for Public Communication with additional communication, if necessary, allowed after the Regular Business Items. Any member of the public may address the Council for a period not to exceed three minutes total on any item of interest within the jurisdiction of this Council. The Council will listen to all communications; however, in compliance with the Brown Act, the Council cannot act on items not on the agenda.

Second Reading and Adoption of an Ordinance of the City Council of the City of Grover Beach, California Repealing Chapter 5 (Abatement of Nuisances) of Article I (General Provisions) of the Grover Beach Municipal Code and Adding a New Chapter 5 (Abatement of Public Nuisances) of Article I.City Attorney Hale The City Council will consider the Second Reading and Adoption of Ordinance No. 19-08 Amending Grover Beach Municipal Code Article 1 Chapter 5.
(Recommended Action: Conduct Second Reading and Adoption of Ordinance No. 19-08 to amend Grover Beach Municipal Code, Article I (General Provisions) by repealing Chapter 5 (Abatement of Nuisances) and adding a new Chapter 5 (Abatement of Public Nuisances))

Response to the Grand Jury Report Regarding “Inspection Report for San Luis Obispo County Law Enforcement and Detention Facilities”- Police Chief Peters The City Council will consider the response to the Grand Jury Report Regarding “Inspection Report for San Luis Obispo County Law Enforcement and Detention Facilities”.
(Recommended Action: It is recommended the City Council approve the response to the Grand Jury report and authorize the Mayor to execute a letter to the Presiding Judge of the Superior Court on behalf of the City.)

7. Federal Equitable Sharing AgreementPolice Chief Peters. The City Council will consider the Resolution to sign a Federal Equitable Sharing Agreement.
(Recommended Action: Adopt the Resolution authorizing the Mayor and the Chief of Police to sign a Federal Equitable Sharing Agreement that will allow the City to receive federally forfeited assets from adjudicated cases, pursuant to the Federal Equitable Sharing Program.)

Second Reading and Adoption of Ordinances to Amend Articles IX and III of the Grover Beach Municipal Code and Approve an Amendment to the Fire and Life Safety Requirements and a Local Coastal Program Amendment for Commercial Cannabis Regulations - Community Development Director Buckingham The City Council will consider amendments to the Grover Beach Municipal Code Article III and IX and Fire and Life Safety Requirements for Cannabis Regulations.
(Recommended Action:
1) Conduct second reading, by title only, and adopt Ordinance No. 19-05 amending Article IX of the Grover Beach Municipal Code to revise commercial cannabis development standards; and

2) Conduct second reading, by title only, and adopt Ordinance No. 19-06 amending Article III Chapter 18 of the Grover Beach Municipal Code to revise the Commercial Cannabis Permit process and definitions for cannabis accessories; and

3) Adopt a Resolution amending the Fire and Life Safety Requirements; and

4) Adopt a Resolution approving a Local Coastal Program Amendment.)

10. Second Reading and Adoption of Alarm Systems Ordinance - Police Chief PetersThe City Council will consider the adoption of Ordinance No. 19-07 to amend Regulations for Alarm Systems.
(Recommended Action: Conduct Second Reading and Adoption of Ordinance No. 19-07 to amend Amending Article III, Chapter 2.3, of the Grover Beach Municipal Code Amending Regulations for Alarm Systems)

REGULAR BUSINESS
11. Appointments to the Parks, Recreation, and Beautification CommissionParks and Recreation Director Petker. The City Council will consider appointments to the Parks, Recreation, and Beautification Commission.
(Recommended Action: Adopt the Resolution to:
- appoint Jeff Al-Mashat to a four-year term of office, scheduled to expire on May 31, 2023;
- appoint Joseph Holmes to a four-year term of office, scheduled to expire on May 31, 2023;


Upon adoption of the Resolution, it is further recommended that Parks, Recreation, and Beautification Commissioners Al-Mashat and Holmes be introduced to the City Council and members of the audience.)

Upon appointment, the City Clerk will administer the Oath of Office to the newly appointed Commissioners.
   
12. Public Art Guidelines and Public Art Donation ProgramParks and Recreation Director Petker The City Council will consider the proposed Public Art Guidelines.
(Recommended Action: Approve Public Art Guidelines for City Facilities and Rights-of-Way and Public Art Donation Program and receive information on proposed next steps including utility box art.)
13. FY 2018-19 Highlights and AchievementsCity Manager Bronson The City Council will receive information about highlights and achievements for FY 2018-19 and take a moment to recognize the progress and accomplishments over the past fiscal year in addressing community needs.
(Recommended Action: Receive information about highlights and achievements of City projects and services during FY 2018-19.
