Title: City Manager
the City Council reconvened into open session, and announced for Item 1. Conference with Legal Council the Council agreed unanimously to accept the settlement payment of $48,000 for the litigation case with former employee Danny Gregory. Item 2. Conference with Labor Negotiators there were no reportable actions. Item 3. City Manager Evaluation Process the Council agreed unanimously to enter into an agreement with MRG for the facilitation of the City Manager Evaluation.

 PUBLIC COMMUNICATIONS
During this time, the Council will allow up to 15 minutes for Public Communication with additional communication, if necessary, allowed after the Regular Business Items. Any member of the public may address the Council for a period not to exceed three minutes total on any item of interest within the jurisdiction of this Council. The Council will listen to all communications; however, in compliance with the Brown Act, the Council cannot act on items not on the agenda.

The following routine items listed below are scheduled for consideration as a group. Recommendations for each item are noted in parentheses. Members of the audience may speak on any item(s) listed on the Consent Agenda. Any Council Member, the City Attorney, or the City Manager may request that an item be withdrawn from the Consent Agenda to allow for full discussion. 3.Second Reading and Adoption of an Ordinance Implementing a Community Choice Aggregation Program -- City Manager Bronson. The City Council will consider the adoption of the Ordinance No. 19-03 to participate in the Monterey Bay Community Power Authority’s Community Choice Aggregation Program.
(Recommended Action: Conduct second reading, by title only, and adopt the OrdinanceNo. 19-03 authorizing the implementation of a Community Choice Aggregation program by participating in Monterey Bay Community Power Authority’s Community Choice Aggregation program.)

4.Service Employees International Union Memorandum of Understanding for 2019-2021 – City Manager Bronson, Administrative Services Director Purcell, and Management Analyst-Human Resources Mattocks. The City Council will consider adopting the Resolution amending the compensation structure of the Service Employees International Union Memorandum of Understanding for a two year term of 2019-2021. 
(Recommended Action: Adopt the Resolution amending the Service Employees International UnionMemorandum of Understanding for a term from July 1, 2019 to June 30, 2021.)

5.Five Cities Fire Authority Joint Powers Authority Agreement Second Amendment – City Manager Bronson The City Council will consider an update on the Five Cities Fire Authority (FCFA) Joint Powers Agreement (JPA) Memorandum of Agreement related to JPA amendments and funding options and adoption of the Resolution approving the Second Amendment to the FCFA Joint Exercise of Powers Agreement.
(Recommended Action: Adopt the Resolution approving the Second Amendment to the Five Cities Fire Authority Joint Exercise of Powers Agreement)

 Introduction and First Reading of an Ordinance to Amend Municipal Code Article IX (Development Code) and Approve a Local Coastal Program Amendment to Regulate Short-Term Rentals (Development Application 19-07) – Community Development Director Buckingham The Council will conduct a first reading, by title only, and consider an Ordinance amending Grover Beach Municipal Code, Article IX to regulate short-term rentals.
(Recommended Action:
1) Conduct first reading, by title only, and introduce the Ordinance amending Grover Beach Municipal Code, Article IX to regulate short-term rentals;and
2) Schedule second reading and adoption of the Ordinance and a Resolution approving a Local Coastal Program Amendment at the next regularly scheduled City Council meeting.)

7. Annual Master Fee Schedule Update – Administrative Services Director Purcell and Accountant Munoz The City Council will consider proposed Update of City Fees based on CPI of 3.8% for the Los Angeles-Long Beach-Anaheim, CA index plus other costs the City has seen increase in certain areas to become effective July 1st, 2019.
(Recommended Action: Adopt the Resolution updating the Citywide Master Fee Schedule approving cost increases based on the Consumer Price Index and reflecting costs incurred by the City.)

8. FY 2019-20 Proposed Budget and FY 2019-24 Capital Improvement Program – City Manager Bronson and Administrative Services Director Purcell. The City Council will conduct a public hearing to receive public comments on the proposed budget for the coming fiscal year, which begins July 1, 2018. The budget identifies anticipated City revenues and planned expenditures for the General Fund, Special Revenue Funds, and Enterprise Funds, including Water and Sewer and the Capital Improvement Program.
(Recommended Action: Review the proposed FY 2019-20 budget and FY 2019-24 Capital Improvement Program and provide direction to staff to finalize the budget for adoption on June 17, 2019.)

Per Resolution No. 17-21, the public portion of City Council meetings will be scheduled to start at 6:00 p.m. and conclude no later than 11:00 p.m. Any open session items remaining on the agenda at 11:00 p.m. that have not been discussed or considered by the City Council will be continued to an adjourned meeting of the City Council (scheduled before the next regular meeting). However, the City Council may choose to continue the meeting past 11:00 p.m. upon a proper motion and a 4/5ths vote in favor of such an action.
